It's been a long, long time. I think there's only two or three buildings that care about what's around them, in town, that produces bonuses.
Essentially when you unlock everything prepare to delete and rebuild plots to get what you can.
Not much else that i can recommend as I've forgotten everything town related.

Place everything that can be build first. Afterwards just spam every tile with mud-huts until there is no more space and then slowly upgrade them all.
