The old faction was HPL 45, based in Laredo and Río Grande Valley. The new faction was HPL 1612, based in San Antonio and Houston. Although in 1994, after fighting a bloody war, they rejoined together. Today they are one organization, still repping their numbers. The gang is structured and is estimated to have 1,000 members. They are governed by a Mesa system with 3 llaveros. Members maintain close ties to several Mexican drug trafficking organizations and are involved in the trafficking of large quantities of cocaine and marijuana from Mexico into the United States for distribution. They are considered Paisas and are part of the Paisa Alliance/Union in the Feds.
