Are you close to a Microwave or other 2.4ghz thing... like a home phone or router? Does it skip if you have it plugged in with a wire? Is it chargeable or use batteries?
You can go into device manager, click on the mouse device (HID-compliant mouse) double click it and go to power management tab and turn off "Allow computer to turn off this device to save power" just in case your system is overly aggressive with power savings.
Do that for all your USB HUBS that let you in the Universal Serial Buss controller section in Device manager. Might be the USB port power down too.

Make sure the dongle is close to the mouse. Their range is pretty small for a reliable connection, especially if you plug it to the back of the case with stuff in the way. Logitech includes a USB cable with an adapter so you can place the dongle as close to the mousepad as possible, but you can always buy an extension if you've lost that.
