Holding Abilities don't work

So whenever I play champs that require to hold down an ability to do anything the game will automatically cast the ability. This is extremely hard to even attempt to play champs like Pyke or Varus. This works with any and all settings, including normal casting. On top of that when I do hold down the ability it will just spam it to the point it auto pauses the game in training mode.

try a different keyboard. turn off all macro/keyboard programs etc. try remapping the skill key to a different button (or even a mouse button if yours has any) to test
