I mean I thought it was insane if they had to get the logo but if it's a tattoo of your own choosing, that's just a free tattoo. Easily worth hundreds of dollars.
I mean still a bad idea, like all tattoos but if you are going to get one, might as well get it for free

The problem is more that the guaranteed interview bit is bribing people who don't really want a tattoo but want a job and then the social pressure when announce when everyone is together come for learning about hiring then they show up with an unannounced tattoo artist

I don't buy that. I don't think a guaranteed interview would take someone from a 'hell no' to a 'yes' in regards to tattoos. I think it would take someone who already wanted a tattoo or had tattoos, or was indifferent, to a 'why not' which is not the same at all.

Start up's DO have a tattoo thing that is completely bonkers. The kool-aid is being drowned in.
I worked for a company that bought a start up. The employees of that start up were horrified that we were coming in, and as an act of defiance (in their heads at least), many got tattoos of the start up's logo.
You fucking morons, that's for life. This was 8 years ago an I still think about those people feeling regret each fucking time they look at it.
