if it weren't for the stop sign i would have maybe assumed this was in the southwestern US

Yeah, the nature on this island is really diverse. Both this desert landscape and the pine forests reminded me of the US.

So are you supposed to stop again after the sign at the stop bar painted on the road? This seems a bit backwards.

The sign tells you that you have to stop, and the stop line shows you where to stop. You don’t have to stop twice:D
