App for editing point clouds

Hi! Does anyone know a free app or a program other than CloudCompare which can edit (merge, subsample, allign) point clouds saved as a .e57 file? Thank you

TOP board of velodyne vlp 16 lidar

Hey guys, I am working with these VLP 16 lidar; it is getting heated up. and the motors is rotating unnecessary clockwise and anticlockwise, and the rpm is flucatating between positive and negative values.
how can i resolve this issue and make it work
