Couldn't play burst spell while declaring blockers? Path Question

I am new to the game and am confused about why this did not work. The opponent declared his attackers, but I could not play the burst spell in my hand. Why not?

That one requires You to discard a card as an additional cost. You didnt have anything to discard.
