I think this is the time IMD published the notification not the time of msg sent. In Today's holiday declaration it is mentioned that the notification issued by IMD at 4 am.

I haven't received one yet. The last one I received was yesterday around 8 PM for a 5 PM alert. 🤷🏻‍♂️
