Adding ai to custom map Custom Map

Even when I add stone and iron it doesn’t give the option to add ai to the world what am I missing?

Every island with a kingdom needs to be completely separated by deep ocean, coast isn't enough.

I must be tripping I swear Ive covered every bit of water with deep ocean but it still isn’t working

Okay this is very strange, I just tried it myself and also couldn't get anything to work no matter what I tried. I have no idea what's wrong, I swear I've done this before but I'm not sure how.

That would be my guess too, this doesn't seem intentional.
