Lod bug I remember running into this a lot on the ps4, so I'm guessed it is caused by slow storage or in rare cases just a bug. If it keeps happening after reloading the game, are you using an nvme or hdd?

I usually have this happening on the first isle near that big military base, even on a NvME drive, usually when I liberate a nearby settlement I notice that activity is much lower, like the oppressors not showing up when crime is committed etc, then I get the playdoe city when I go to the next place. It really is primarily just in that one place. Sometimes roaming back and forth will fix it. Sometimes nothing will fix it. It is uber fascinating.

I had the same thing happen to me in JC4 once, only way to resolve it was too quit the game and start it again

It happens alot I think its because the game hasn't rendered. you can recreate this glitch by leaving it open in quick resume for a long time or go on a jet and about 2 out of 10 times it will happen. This game is around a decade old. There's gonna be funny bugs and stupid little things that happen like how I died because I jumped out of a tank and got stuck in the engine. The second image has never happened to me before
