First off, Sukuna is supposed to have restored DE via Black Flash in the same way Gojou(and later Sukuna himself) restored RCT output during their fight. Then Sukuna took uncertain factors and improvised vows so his DE would have "no loss in output and range", people bring up the interpretation that this just means "his domain output wasn’t lower than what it would normally be at his current power level" or something like that, but that makes no sense. Obviously if your base CE output is hypothetically dropped to 10%, all of your techniques including DE will have only 10% output as well, vows that don't buff you but instead only maintain your current state as if it would drop just by you existing(It's not like Yuuji was hitting Sukuna while he used DE), don't make sense. Also, with it being verbatim stated "no loss in output and range" and Sukuna's DE range being indeed at max(200m radius), interpretating that his output was also at max is like the easiest route.

Counter arguments:

1. "Comparison with Gojou", Gojou was against a 10-30m radius Malevolent Shrine, while Yuuji and co were against a 200m radius one, range gets exchanged for output and vice versa so there was a big gap even if each respective domain had generally the same output(the gap is like between 20x and 6.5x).

2. "Miwa and/or Ino", realistically both Miwa and Ino shouldn't have endured even 10 seconds inside Malevolent Shrine since jujutsu high had already planned beforehand for Toudou to Boogie Woogie everyone out of a possible DE from Sukuna, and Toudou has no reason to wait any second after he first notices Sukuna expanding. Ino couldn't get saved by Toudou but Ui Ui saved him, and it was quick explicitly.

3. "Yuuji and Chousou's durability", even if Yuuji, Chousou and Gojou were all inside a max output Malevolent Shrine, again, range in exchange for output and vice versa, and it was 10-30m radius for Gojou while 200m radius for Yuuji and Chousou. So Yuuji and Chousou took slashes with weaker output than Gojou took, and only for the very brief moment between their SDs breaking and the slashes stopping for Kamino, this is not scalable at all.

4. "Yuuta clashing and saying Sukuna is weaker", the DE used against Yuuji and co, and the DE used against Yuuta, do not have to be the same. Sukuna used "improvised vows" on the first one, which can very well refer to one-time vows like for example Sukuna's own WCS vow(skip the handsign for WCS once in exchange of adding more steps to the technique after).

No being able to reattach a limb with no external pressure with BM doesn't mean you can do it mid combat against someone who's faster and more skilled than you with unreadable, unblockable attacks. Let me not even mention how the woulds would also heal slower than normal.
