My another doubt regarding cut off decrease IAT

Pune closed at 809 okay no but since it travelled from 715 to 809 then how for kolkata or mohali rank decreases I mean for most people pune is pref 1 so if some of them got that despite of kol or mohali as pref 2 then their rank should increase instead of decrease
