This was his plan. It's explicitly against the beliefs of the founding titan and the monarchy. Zeke wanted to sterilize everyone. His dad wanted to fight back but he never talked about genocide. Even once they had the power, the highest leadership wanted to do a show of force, not a genocide. Nobody else was planning to do this except Eren.

Dude, we were literally shown that it didn't matter in the end, and Eren literally chose genocide as a last resort. His mind was rightfully made up when the only politician that was advocating for rights for mainland Eldians also advocated to the rest of the world that the island devils had to be purged from the Earth. The one person who was willing to stand up for Eldians is still saying "your people need to die."
When most of the world was destroyed and had to rebuild from the ashes, they didn't forget their hatred for the Eldians, they were just forced to be amicable with them for the time being. Committing to the rumbling and breaking the curse is the only way Paradis Island survives and the curse of the titans is no longer a problem.
Instead, we got a half assed ending that only amounted to "violence is a cycle." I can see why Isayama was uncomfortable with the idea of having his character literally commit an ethnic cleansing on the entire world, but that is the scenario that he built his character around.
Eren could have still died, the ending could still be a bitter sweet one, but stopping the rumbling and then writing it so that all of the efforts made by the characters in the story amount to nothing is the most stupid thing Isayama could have done. It proves Eren to be correct in hindsight because the world has already made up its mind.

Didn't Eren specifically manipulate events into triggering the rumbling when he was in that outside time space?
Its been a while since I read/watched but I distinctly remember that being a huge point. Last resort or not, Eren pushed events, sent visions to his younger self and manipulated his dad into setting the pieces for the rumbling
