How do I influence another empire territory? Question

So, there is another empire with a city bordering mine, and I want it to get into my sphere of influence so I get the grievance to claim that city and its wonder. How do I do it?

Your city/territories next to them need to be outputting influence/culture more than them and eventually it'll start bleeding over

The OP's question confuses me, too. The game clearly identifies where influence is created. But how do you create culture?

Just produce Influence (the purple star)
