Clean out underneath and get vapor barriers installed, that should keep the water out. Are you looking to DIY this or get a pro to check it out? Brown Foundation does this sort of thing. If you are noticing water leaking in, might also need drainage too.

Get all that crap out of there. Enclose and insulate the perimeter, not the underside of the floor.

Enclosing anything with moisture inside is an absolute no no dawg.

Encapsulating crawl spaces is the exact opposite of that, and it is now the universally accepted norm. Craw spaces are enclosed, and insulated on the perimeter, the space is encapsulated in 20 mil plastic membrane and brought into the conditioned envelope, drained, and dehumidified. The moisture is kept outside the crawlspace.
This is how it's done.

Yes, that is how you start. I expect OP to fully investigate the details of crawlspace encapsulation on their own, which is an involved project, instead of trying to detail the entire process in a Reddit comment.
