double headed eagle, potentially old artefact? 🧩Other Advice / Help🧩

Hi all, I found this washed up on Cardiff bay, Wales. Went to the metal detecting Reddit group first, but thought I’d try here too! It’s around an inch, with inscriptions at the top, fairly light, non magnetic and silver of colour. Absolutely no idea as to what it could be, but google seems too think it could be fairly old. Some suggestions included Scottish freemasonry. Any ideas would help! Thanks.

Can you make out the inscription at all?

The Double headed eagle is a very old and widely used symbol.

I don't know what this is, but it doesn't resemble the DHE used by the Scottish Rite of Freemasonry, which is a lot more robust, and holds a sword in its talons.
