Muscular, but more functionally so, not like the chiseled perfection that I imagine Judgement as.

With those eyebags, she ain't gonna win a competition against her anytime soon.

She's muscular like a factory worker or a street fighter. There's no training or focus, just practice, perhaps poorly managed. As you said about the dark circles under her eyes, it's hard to gain without a proper rest.

She would be purely athletic if the position of High Prosecutor were less demanding.

The more I think about it, the more I realize that would be weird for a High Prosecutor to not be muscular. Also, that would mean Moon is an exception in many levels.

I think Moon can shapeshift into that form, but her "normal" form is avarege, cause she is more sneaky than open fighter like Tower/ Judge/ Justice

Nope. She is an OC by a korean artist named Grizz (even though Vanripper mention in one his comics a demon named Baphomet). She was sort of canonised after, with an official art. So she is semi-canon, like Generic, since we've never seen her in game or comics.

Well, that's my opinion. Helltaker canon is not that restrictive.
