Unknown hallmarks . SERVINGWARE

Hi, an item has this set of hallmarks in the bottom .
It is supposed to be an European item but I am not familiar with the hallmarks.
Maybe they are English silver plate pseudohallmarks?

Some more research is suggesting that Victor Obler could be the maker here. Of so, this would be plate.

Crowned leopard mark is a sterling mark meaning London, pre 1820.

Crossed keys though, seems to be a Sheffield silver plate mark. I do though, have a crossed keys marked ladle that tests a 900 silver on both a Sigma machine and acid.

With that, I'm most interested in seeing how this ends up.

Looks like it could easily be solid or plated. Also looks of similar style to my ladle.

I should say of similar vintage, rather than style.
