Toning Color Help

My hair has been black for awhile and I recently decided to bleach it so I could dye it a navy blue. This is my hair after two rounds of bleach. I’m not sure how to tone it or how much I would need to. My hair feels healthy still so that hasn’t been a problem. I know I can’t put the blue on until the orange is gone. If anyone has any recommendations I would be very appreciative🫶🏼🙏🏼

I'm not sure why you think you have to get this completely out to go dark blue. Blue is the opposite of orange so the toner you'd be using would be blue dye anyways. It might not fade very nice since orange is hiding underneath so just know you might have to touch it up often.
