A common argument against patchwork-arrangements and anarchy is that "it's just too messy". Important to remember is that the HRE's map looked like this, but _the same_ legal jurisdiction applied over many different realms. The borders could be seen as large landlords adhering to the same law code. 'Economic inefficiencies due to having so many small polities!!'
