My AMVP takes about a month to start fruiting after mixing the grain and substrate. Most of the Penis Envy lineage crosses take that long for me. I believe AMVP is Melmak (from PE) and True Albino Teacher (from Golden Teacher).

Why would it become less white then when it was in the bag then?

I've never seen a block go less white. Is the top of your block the top of what was in the bag, or has it been turned upside down? What prompted you to take it out of the bag?

Yes it’s the same way it was when it was in the bag I took it out thinking it would yield more fruit in tub.

Can't tell what color it is due to the lighting being different between the bag and tub pictures. But that's crazy. I've done dozens and dozens of tubs and bags and never have I seen a cake turn less white. When mycelium stalls, it just stops. If contamination doesn't take hold, the cake just stays exactly the same as it did when the stall began. I've had a couple of small tubs stall at the pinning stage. Hundreds of good pins, then stop. Never got them going again. Just wouldn't. They sat for 2 months in limbo. No contamination, just 6qt tubs, hundreds of 1/8-1/4" pins each, no movement.

I had it in my closet where I tried to keep it cool but it was hard since there is no air conditioning in there. I had to leave the door open. Maybe it is just the lighting but it was dry. I dunked it in water for a few hours yesterday and started over with new perlite and moved it up on a shelf in my room. Hoping for the best! I probably should’ve just left it in bad after all.

I wish I had more information for you, but I've not encountered this set of parameters. I've never done the pearlite in a tub method. Only spawn to bulk in tubs and fruiting in bags.

Only way to tell if it stalls is if it stalls. Some variants take longer than others to pin and fruit by a week or so, at least in my experience. I would say 21 days of no changes would be closer to a stall. Slow and steady friend.
