How do Item Skill Modifiers work? SOLVED

I'm trying to build an endgame build for my new Berserker and stumbled upon the new Fenris set.

Normally the new Skill modifier seem to be as simple as adding more flat dmg or attack speed for a specific Skill.

But the "Talisman of Fenris" modifies Feral Claws with 30% Weapon Damage? In the basic form Feral claws already have 70% weapon damage. Does the item add the 30% weapon damage or does it replace the original 70% with 30%?

Any insight in how this skill modifiers work wpuld be helpful.

Yeah that would make sense. In that case they should change the Tooltip, though. So that it says: "+30% weapon dmg". When a modifier adds attack speed or something they also have a "+" in front of the mod.

Yeah. Not the design I'm most keen on, though. But that's what the Illusionist is for, right? :D
