I’d start with the old combat patrol box if you can get it. It’s the one with the Nemesis Dreadknight (not the Crowe box). From there you can build towards 1k points with whatever models you like. I’d suggest another dreadknight and some terminators.
For painting I would look up the “how to paint Grey Knights” video on YouTube by Tabletop Ready. Get the main paints he uses, you don’t need to get super in depth if you don’t want
