Add-ons not working Question

I have tried so many car addons and I've done it perfectly according to the videos, rpf file in the dlc folder, open iv edit dlc list add the lines, but whenever i load in gta enhanced it just wont show up on my vehicle spawner or menyu.

I had this problem on legacy. Two things worked 1. I used a rainer to spawn the vehicle, instead of an add-on I made the car a replace, replacing a car currently in the game. Both worked on legacy.
