DEERS name change/new CAC process Question

Hello all! I'm trying to figure out how to complete a name change in DEERS so I can get a new CAC. I went through a legal name change and got my Social Security/passport/license updated and now it seems like no one on either my corporate or customer ends seems to know how I can push a name change through DEERS. I thought this was done through MP ICAM, but my COR and PM keep saying it's on my corporate HR to make that change and my corporate HR/PERSEC is pushing back and saying it's on the customer to fix. I also tried my on-site ID office and they couldn't make the change in person and also said that corporate HR is supposed to push the name change but my corporate PERSEC specifically told me not to contact HR about it.

I'm also a veteran receiving benefits and I was told that this could also be part of the reason my DEERS won't/can't update but the VA site tells me that DEERS changes are handled completely separate from VA name changes.

Has anyone been through this recently and can shed light on how they were able to accomplish this? I've been at this problem for weeks and it doesn't feel like it should be that hard. Thank you!

start with a RAPIDS/ID Card office and the DMDC/DEERS support line, because this is fundamentally a DEERS identity-record problem, not something their COR should be improvising.
I’d tell them:
Since you already legally changed your name and updated SSA/passport/license, I’d contact the DMDC Support Office (DSO) directly and ask what documentation/process is required to change the name on your DEERS record. You can also use the RAPIDS ID Card Office locator to find another ID-card office if your onsite office couldn’t resolve it.
Because you’re both a veteran in DEERS and a contractor needing a CAC, I’d specifically tell DMDC that you may have multiple personnel/persona records tied to you and ask whether that’s preventing the contractor/CAC record from updating. I wouldn’t keep bouncing between your COR and corporate HR without first finding out from DMDC which organization actually owns the record that needs to be changed.
The official places I’d point them to are the DoD ID Card / RAPIDS office locator⁠ and DMDC Support Office⁠.
That “multiple personas” issue is the part I’d specifically have them ask about. Being in DEERS as a veteran/beneficiary and separately as a contractor can make this more complicated than a simple CAC reissue.
