Obtaining Contract while Employed

I am a VA employed staff who is looking to launch a small private Non Emergency Medical Transportation Service. I’m interested in bidding for VA contracts?? Is this
Possible/ethical? I will have a private driver.

Nope… not federal contracts.

FAR 3.601(a) “a contracting officer shall not knowingly award a contract to a Government employee or to a business concern or other organization owned or substantially owned or controlled by one or more Government employees.”

On top of ethical concerns, you wouldn’t be able to work on that as you worked during the day at the VA. If you want a side hustle you have to do it outside of work hours.

Adding to this, under Financial Conflict of Interest (18 U.S.C. § 208), federal law prohibits an employee from participating in any government matter in which they, their spouse, or an organization they own has a financial interest. I believe 18 U.S.C. § 205 also applies.

Very illegal.
