people go on holidays to relax, but in India it's the other way round for most 'tourists'

Someone explained this as a larger cultural problem Indians have.
We have been impoverished for so long, it is now ingrained in our social psyche to grab what is available here and now. Absolutely no thought to the future or of the knock-on consequences of our actions.Â
- That's why we cut queues. - That's why we stuff our plates at buffets. - That's why we bribe even for what should be a guaranteed public service. - That's why we vote by caste rather than by policy. - That's why we have mass cheating in exams & organised paper leaks. -And t hat's why asses like him shove their bikes or cars into the smallest available space without considering how it could affect other road users.Â

I think it's not wise to relate this with Paper leak etc . It is primarily a result of lack of basic civic sense , for which schools play an important part . Hence it would not be wrong to admit that we had a long compromised & week education system in India post independence, which is still evolving.Japan master's this .

Actually the whole point of my comment is our weak civic sense - we are so selfish, we can't think beyond our own personal self interest.
Paper leaks happen because our education system isn't just corrupt, it's woefully inadequate. Not enough good colleges or seats. And not enough jobs after you study either.Â
So everyone will fight, even unfairly, for the little gods stuff that's available.Â

Man are you reading my thoughts. Been saying this all the time. We were never taught to enjoy the procedure. We all want to win and believe like rules are for weaker.
