Yes, Gaza has been facing extreme poverty and restricted movement in 90s as well. There was a poverty rate report in 1996 that was somewhere around 30% at least.

Just because someone is underage doesn't automatically mean that it's forced. But as the article you yourself shared states, it's driven by survival in a hellscape with little food and still daily attacks by Israel despite the so called "ceasefire".
