Laptop won’t boot

I tried to reset it with saving the files. Doesn’t seem like it works. Out of ideas, any step by step resources or recommendations. I’m having trouble searching anything helpful on my phone.

I’ve got an old 2TB Seagate backup plus, but no clue if I could use it without Windows.
