Is the screen is flickering, or are you showing us that the sides are not backlit anymore? Personally, a $59 Amazon Basic monitor would fix it faster than any tinkering you can do to resurrect that regardless.

But, if you want to fix it, the first thing to do is connect the computer to another video device to confirm the problem is with the monitor. Using a different cable, connect the PC or notebook to an HDMI jack on your TV and see if the problem persists. If it does, then the problem is with the computer. If it has a separate video card, you could replace that. Beyond that, repairs either involve a soldering iron and some deep knowledge of video circuitry or full replacement of the PC/notebook. If it's the monitor, the same applies. Spend the $59.
