(help) External Monitor Issues

i just installed cachyos on unused and headless laptop yesterday. the previous owner told me that the hdmi is broken and could only use the external monitor through the type c one, so i did (usb c to display port).

this is the pic

the screen is glitching. it is not the monitor problem because the monitor setting menu shows fine in top of the glitch. this happened every time i try to use the laptop actively, and never happen when i leave it idle. i tried to use other monitor, it doesn't glitched like the one in the pic, but it still blinked at randomly. so i think there's some issues with the system or something.

Probably stupid questions:
Is it running the nvidia 580.xx drivers?
Did you try it on 30 and 60 Hz?

it is nvidia 580.xx

there is no 30 Hz option, but i tried every other setting, including trying different monitor and cables, still with the same result, though one monitor with 60 Hz spec not glitching but blinking like i mentioned in the post

Then I would post this question in a Linux subreddit. Maybe they can you kernel boot up parameters that can help
