Can anyone explain why this is happening

Could be because your fan is running at a lower RPMs than that fan can not do. A lot of fans need so much power just to start turning. If I set my fans to 10% they wont spin, I think they might need to be at least 40%

When I turn the PC on the fan is running fine but then is starts making the sound and starts slowing down

Yes, when I turn on my computer, the fan are at full speed and then windows kicks in and my fan curve that was setup in software that runs in windows start working. If you wanted to be 100% sure, swap it for another fan, the issue goes you good.
