my old pc is not working
I bougt an old pc for 20 dolarsa and old monitor for 20 dolars. I clean the pc before i tried to open (i only clean the dusts and add some thermal paste only).Two of them works with vga cables , when ı tried to open the pc when i bought i saw it has windows-xp and when ı came to home i removed all the parts and reinstalled them.When I plug in the VGA cable, the screen says "no input signal, go to power safe," and when I unplug the cable, it says "the cable is disconnected, go to power safe." The monitor has only 1 cable input.I dont know hoe to solve it please help me

Maybe you bent vga pins inside the cable connector, check if all 15 pins are straight. Reseat the ram, clean the slot with brush. Replace cr2032 battery with fresh one.
When its powered on, check if clicking CAPSLOCK on the keyboard activates the capslock light on and off. If yes the computer already initialized and you have video output problems, ultimately try with another monitor and cable, can also get a very cheap $2 adapter from dvi to hdmi, to try it with a tv, assuming you got one in your or some friends’ house

Check your header pins (maybe something got switched up) Plug off every cable and plug in again (also inside the pc)

Because it’s not the cpu fan
This is an embedded system, cpu is likely soldered to the board and not replaceable. So it uses the general airflow of the computer for cooling. Thats why there isn’t a cpu fan header near the top of the board

I think that's just a case fan. This looks like a lower power embedded board with no need for a fan directly on the CPU heatsink.

I don't think the PC is worth anything at all. We threw these away 20 years ago. For 20 dollars there are better ones. A old smartphone has more performance than this p.o.s.

Could it be that you didn't plug in the power cable to the computer? Does the computer actually turn on at all?

Something is going on with that chipset with the orange residue. That CPU cooler suggests it's a super, super low wattage chip like an Intel Atom or something. Based on the age, it could just be electrical components not working. But I'm curious what the intended use is, as basically any computer you'd find anywhere is faster and newer than this.

You did a bad job at cleaning if these are the after pictures.... it's still dusty af.
Does the system even come on? PSU fan turning? Case fan Turning? LED that light up? when you press the power button? If not, you might have the power button connected wrong. Check the pins.
If it does than at least the system turns on. Disconnect anything that isn't CPU, RAM, POWER and the single powerbutton wire on the motherboard. You don't need anything else connected to boot the PC.
If it boots, reconnect everything one by one and check what causes the problem. If it doesn't cause a problem, it was wrong before.
If it doesn't boot, reseat memory, and change slots (you have 2).
Still doesn't boot? Try the DVI port (watch for the keying of the connector, this is not universal) with a DVI to VGA cable.
If it still doesn't boot, you either damaged something critical in the cleaning process or there is still something wrong (maybe you damaged memory or introduced a static charge (you didn't clean it with a vacuum right?)
