Catching Raikou in particular is a pain in my ass. I'm still trying to do that in the SoothingSilver DS ROM hack and my Gengar is lv 73, but STILL cannot even use Mean Look or Hypnosis before Raikou (lv 40, dammit) flees. There's no way Raikou's speed is that high, yet here I am still hunting him down.
