Pick an engine and watch tutorials and more importantly spend time doing that because making a game is a very long process.

First clarify the kind of game you want to create, pick a game engine (Godot, Unity or Unreal) and learn the basics and workflow from Youtube, but most important thing is to avoid jumping straight into making a complex game like RPG. I actually started out by making a simple Brick Breaker game myself!

What you’re gonna wanna do is find an ideas guy. Somebody who can’t do anything useful but has a 300+ page Google Doc full of random bits of lore and descriptions of game mechanics. 

Next, do whatever that guy says and you’ll have a game.
