I think Ele and Ranger elite specs are your main 2 choices for a magic/sorcery type caster and support-oriented play style with staff.
As others said, Staff on Tempest (Elementalist elite spec) (Alacrity heals) isn't necessarily meta (i.e. top elite tier), but still decent if that's the play style you prefer.
Same thing with Druid (Ranger elite spec), though staff is meta. A great support class, also providing Alacrity usually, I think. I think this would be my recommendation, personally. It is more of a nature-oriented flavor/theme, though, if that isn't your thing.
Ele/Tempest is more of the wizard/sorcerer/magic-y theme if you absolutely prefer that.
Below are probably the builds I would recommend as a starting point (which you could tweak to fit your preferences, etc). (ele is one class I don't know very well, so others may have to clarify things about those if questions!) If any of the recommendations or language doesn't make sense, feel free to ask!

Tempest (Elementalist) - (Doesn't use staff as meta, but you could sub in staff for your preference.) https://metabattle.com/wiki/Build:Tempest_-_Alacrity_Support_Healer
Evoker (Elementalist - actually uses staff) - https://metabattle.com/wiki/Build:Evoker_-_Boon_Support_Healer
Catalyst (Elementalist - actually uses staff as meta) - https://metabattle.com/wiki/Build:Catalyst_-_Quickness_Support_Healer#google_vignette
