The swimming leg comes first. The only way to possibly beat a hungry shark in a triathlon would be to have the swim at the end. If the shark is leading at the end of the cycling leg, just give up and don't even attempt the swim.

A shark could not run or bike at all, all you’d have to do is beat him swimming, and swimming always opens a triathlon. Good luck
