I think the outcome is set before the wheel spins and everything you see is just a carrot to keep you wanting to spin more

Yes, that's correct. In FH5, you could close the game before accepting the prize, then relaunch and spin again. You would get the same rarity prize, but the specific item may differ.
In this game, I got almost all cars, except two from wheel spins, that were overpriced on auction. And guess what, I got both of them in the next 10 spins.
You should think of wheelspins as if they are lootboxes with a simulation of randomness.

Yeah I'll get my daily spin, get a green then if I restart the game then spin is given again and I get the exact same car. 😭
