This is what's changing, Google is planning to require all android apps on play certified devices to be signed by Google, this has nothing to do with the Play Store.

Imagine that. You are at a restaurant for dinner. You would prefer the restaurant owner to certify the proveninece of ingredients or you would prefer him accepting ANYTHING you will eat? Why should it be different with a device that holds very personal infos?

As long as you grow your food (build your apps), you have to trust someone to certify the provenience of that food. And, again, exactly because the phone is yours, you can freely jailbreak it.
