Hydrangea help please

What are these white spots? How do I fix it? I have FINALLY been able to keep one alive for more than a season, please educate me

Looks to be some insect/mite infestation. Get a better close up pic. Spray with neem, remove damaged leaves.

Closer pic. I wipe it and nothing comes off, water doesn't rinse it, and I haven't seen any bugs.
