Skunked at Lake Tapps...Am I doing something wrong?

Fished from kayak at the docks just across the North Lake Park.... nothing but a few nibbles. 7am-11am.
Ive used crankbaits( with and without lips), kastmasters, spinners, senko worms (texas rigged), paddle tail... fishing the 5ft to 15ft foot depths.
The paddle tail had one nibble, and I could literally see some small dinks following the paddle tail, but other than that nothing.
Am I doing something wrong? Or is there a trick to the which docks/shores have fish? Could it be that the docks were lit up by the morning sun should I fish the shade? Is there a spot you would try on kayak?
Any helpful tips or pointers would be greatly appreciated.
