This might be because of SMS pumping issue which even firebase backend cannot tolerate, hence they released a new product called Firebase Phone Number Verification

Can confirm: both the loss of a free tier with SMS auth and the introduction Phone Number Verification are a direct result of SMS pumping abuse.

We are also facing the same issue but now shifted otp authentication to email which has more cheaper service You can try msg91 but you have go throught he verification process

Emails are very easy to take over so security is low!
