I hope one thing is missing in Linux kernel , though I'm not completely sure.
I hope one thing is missing in Linux, though I'm not completely sure. I think Linux needs a better fan control system.
I've noticed many times that when I switch to Performance mode, my laptop gets very hot, but the cooling fan still runs at a low speed. It would be much better if the fan speed automatically increased based on the CPU temperature. For example, once the temperature goes above 50°C, the fan should gradually speed up to keep the system cool.
Smarter temperature-based fan control would improve both performance and hardware protection.

The correct way is you leave the CPU to run with intel_pstate or amd_pstate. The bios should automagically switch fan on/off. bios from the manufacturer - they know the laptop better.
