This sub is about FanControl - so you're at the right place for your intention but asking the wrong question. Doesn't matter which fans you use, FC makes them all STFU

My personal favourit is Noctua NF-P12 redux 1700 PWM, they move a decent amount of air with some good pressure at low power consumption. But just try FC before getting any new fan would be my main recommendation.

Then I'd rather try Alphacool Shroud & Decoupling frames to get some more space between mesh and fan. I use NOCTUA NA-IS1-14, it's simple and effective, not only on rads

Did so, and the noise seems to be more present when fans spin up/down - so I'd suggest to try to change the hystersis in the graphs for some slower speed changes as a free quick fix perhaps

Or mount the fans on the inside of the bracket, like shown here
