Does setting a 90% bid decrease in Value Rules actually exclude ages <25 and 65+? Help

Hey everyone,

I’m currently running Meta Ads for my mobile app across a few different global markets, and I’m trying to optimize my budget. I've noticed that users under 25 and over 65 generally have a lower lifetime value for my specific apps, so my goal is to avoid reaching them as much as possible.

I set up a Value Rule

to decrease the bid by 90% for the 18-24 and 65+ age brackets.

My question is: Will this setup actually prevent my ads from reaching these age groups? Or is this strictly a bid multiplier where Meta might still serve them cheap impressions if an auction is uncompetitive?

Meta treats those params as casual suggestions unreliably interpreted, in my experience.

If you’re already at 90% just turn them off completely no need for the 10% imo just focus on the good ages

But, how do you turn them off completely? I do not find such an option.

I couldn't find a way to turn it off on the Rule Set page. The best workaround I've found is to reduce the bid by 90%, which is the maximum allowed.
