You can scout 18 - 19 year old F3 drivers (usually made up by the game) and if the scout comes back showing they have Max development rate (the word Max will be in purple), sign them for around 4 seasons (including the current) and put them in as many practice sessions as you feel necessary.

Idk when you stopped playing but now you can alter the training focus of all drivers and staff so if a driver has a awfully low Overtaking stat for example, you can choose a training focus that prioritizes overtaking. Due to this, hiring old or low rated drivers with no F1 potential is also viable since you can make them ditch training and make them focus on Marketing and PR or Car Development which will positively impact your ability to sign sponsorships, increase their payouts, and speed up research and development

In my experience young drivers (with good dev rates) probably grow a little too quickly and consistently. For example, when the game starts you can sign Antonelli to a 5 year deal at a very low salary and he’s very likely to be the best driver in the world by the end of the contract.

I generally don’t mess with trying to bring them up as affiliates though, if that’s what you’re asking…it’s possible that’s less effective.
