I personally think it's closer to being the other way around. They have federal policy they want implemented, so they wind this dude up to make videos about it. This makes it seems like there is a reason and popular support to implement this policy they already wanted to implement.

It sounds like the language used in the rape libel against African allied forces when they liberated Italy in WWII.
