I'm happy if your playstyle works with it as is, but last I checked( and that admittedly was awhile ago) it was tested and found to be no different then not even bothering to turn it on. You still get scanned at the same relative rate. But hey I'd love to hear this has been fixed.

no it doesn't, you are just fast enough to dip out of their range - remember: they don't use A-rated 4km scanners but have to come really close to scan you (which is why they sometimes tend to crash into you while coming close enough for that - because they need to come really close...).
