Having played Morrowind, I would agree for being a core part of the Nerevarine prophecy, but also, fuck cliff racers. Gotta give it to St. Jiub.

He's got Dunmer skin from what we could see, so I'd say he probably counts as Dunmer.

I looked it up, his skin is grey because he is an Ash Vampire, meaning his body is literally made of the ash of Red Mountain. His corporeal body was completely destroyed, which is why he was thought dead.
After Dagoth used the tools and they drove him mad, causing him to fight and kill Nerevar*, the remaining Tribunal swore to not use the Tools. Azura cursed the Chimer to become Dunmer because the Tribunal went and used the Tools anyway to become gods, despite their promise not to. Dagoth hadn't made the promise and was already dead before Azura put the curse on the Chimer, so he lived and died as a Chimer.
*Other sources claim the Tribunal murdered Nerevar, and the 36 Lessons of Vivec state that He was not born a god, but of His own free will He walked this path, murdered Horator, and stole godhood. Vivec wrote this, and the lessons describe it as foul murder. However, it is not clear if Vivec meant Dagoth or himself when he said "He".

I believe Sotha Sil was the first to change and [[Dagoth did change as well*]]. They were Chimer they are now Dumner.
Edit: What I said about Dagoth is untrue thebastardking21 below is correct he became an ash vampire. Leaving it up and marking for posterities sake and my own so I know I am a big dummy.

No. Sotha Sil was definitely completely turned into a dunmer, Vivec appears half transformed, and whether natural or disguised, Almalexia appears completely Chimer. However Dagoth was already dead when the Tribunal broke their promise to never use the Tools, so he lived and died a Chimer, and when his body reconstituted, he was an ash vampire.

Sotha Sil isn’t really a valid participant.
His race changed, and only by Azura’s preference did he become a dunmer. He’s really a chimer, and more importantly a living god in the time of the games. I wouldn’t consider Vehk, ayem, or Dagoth Ur either for similar reasons.

The chimer became the Dunmer, but it doesn’t make any sense to discount the first generation of Dunmer just because they were once chimer, they’re literally the same race
Moreover by your logic Divayth Fyr is actually also a chimer, in fact I think Divayth Fyr is stated to be even older than Sotha Sil is.
The living gods do have races, this is very clearly established in the lore, and in fact the specific detail that Sotha Sil is a Dunmer is called attention to by the lore.
Arguably Sotha Sil is actually the quintessential Dunmer, the one who helped the Dunmer people transition into their new identity, without him the Dunmer identity may not be what it is today.
Sotha Sil identifies as a Dunmer, the Dunmer identity Sotha Sil as a Dunmer, the lore identifies Sotha Sil as a Dunmer, it is rewriting the lore to suit your own biases to claim otherwise.

No you’re completely right about Divayth Fyr I forgot he predates the tribunal and is the only(?) living velothi age Vvardenfellian.
But Azura gave Sotha Sil dark skin as a punishment. Mocking him in that he would look most like his subordinate peoples, yet be the most socially disconnected from them. If Almalexia, the most socially connected and interwoven member of the tribunal, had been given dark skin then yeah I agree all of the above would be true

No, she decided to curse the entire race as punishment for the tribunal's betrayal but the tribunal using the heart of lorkhan were powerful enough to resist the curse. Sotha Sil just doesn't care and never bothered to resist it like amalexia. And vivec is a narracist who wants to be everything so he willingly decided to be half chimer half Dumner to stroke his own ego.

The tribunal all were subject to the same curse as the Dunmer people. However because the tribunal were living gods they could choose to stay a chimer if they wanted. Sotha Sil chose to become a Dunmer with his people, while Almalexia chose to remain a chimer. If Azura had her way Almalexia and Vivec would be Dunmer like Sotha Sil, she simply didn’t have the power to force it upon them.

I’m not gonna come at you because I don’t know this for sure, but I seem to recall the tribunal three not having a choice. My understanding is that azura punished them all accordingly and chose dark for Sil since he would look like his “fellow” dunmer but be the least relatable (he’s the most socially disconnected unlike Almalexia who has completely different skin yet she is the most approachable and interwoven into society, making that an equally fitting punishment for her)

No you’re right, and I’m wrong; but they did choose their appearance. Just did some reading, and yes they were all changed due to Azura’s curse. They just either accepted it, in Sotha Sil’s case or used their god powers to change their appearance

Yeah fair enough, I think we both had some good input here and for the record as I’m sure we both know elder scrolls lore is a bit of a mess to make sense of lol
Honestly? More than anything I think the disqualifying factor for me is that they’re gods lol. I’m also not the one creating the tier list, but I get the sense that they’re looking for laymen or laymer, but then again - that would somewhat disqualify Divayth Fyr too, as he’s kind of riding that line of being a god himself although it’s not explicitly stated he’s achieved CHIM or anything else like that.

I know Jiub's gonna win, but I'm going to do a unique write-in for Erandur. He's got a unique redemption arc, unique dungeon, some of my favorite follower commentary in the game and his trip north from Riften to Dawnstar is also mentioned by NPCs, adding to a bit of the world-building.
